[Bug 1173381] [NEW] upgrade to 13.04 for ubuntu and kubuntu fails

Public bug reported:

Upgrade aborts on both machines with this message:
Failed to fetch http://mirror.cc.columbia.edu/pub/linux/ubuntu/archive/pool/main/q/qt4-x11/libqtgui4_4.8.4+dfsg-0ubuntu9_i386.deb 500  Internal Server Error

I changed to a couple of different sources, everytime with the same
package causing the error.
