I created another installer (presumably with an image identical to the
one I used before), did not enable updates during the install, and
everything worked out as expected. Literally the only difference between
the success and failure cases was not enabling updates during the
install... odd.

Feel free to close this bug report, I suppose, although it seems like
there's a slightly different bug which ought to be fixed related to live
updates. If anyone else has this issue, I recommend disabling updates
over the network during the installation.

Title:
Full Disk Encryption Password From ubiquity (Raring 13.04) Fails
  During cryptsetup

Status in “ubiquity” package in Ubuntu:
  Invalid

Bug description:
Today I tried installing Ubuntu 13.04 Raring Ringtail five times, each
time selecting full disk encryption and providing an encryption
password. In every case, the encryption password provided during setup
(ubiquity) fails to unlock the disk with cryptsetup after the machine
  is restarted.

Password used to test this: "the quick brown fox jumped over the lazy
  dog"

Obviously this bug makes full disk encryption with 13.04 completely
  useless.
