[Bug 1173208] [NEW] Can automatically download security but not other updates

1. In the "Updates" tab, open the "When there are security updates" menu.
2. Open the "When there are other updates" menu.

What you see:
1. There's an option to download security updates automatically.
2. There's no option to download non-security updates automatically.

What you should see:
2. An option to download non-security updates automatically.
