Thanks for the suggestion, Alex. Even better would be for this to happen
for all applications that install/update/remove software asynchronously,
not just for Ubuntu Software Center. So, I've updated the design spec
for aptdaemon.
<https://wiki.ubuntu.com/SoftwarePackageOperations?action=diff&rev2=31&rev1=30>

** Package changed: software-center (Ubuntu) => aptdaemon (Ubuntu)

** Changed in: aptdaemon (Ubuntu)
       Status: In Progress => Triaged

** Changed in: aptdaemon (Ubuntu)
     Assignee: Matthew Paul Thomas (mpt) => (unassigned)

** Description changed:

  If a user closes the software-center interface while operations are
  still in progress, a notification should be shown when all operations
  are completed.

  However, if the window has not been closed, a notification is not needed
  and should not be shown.

- Installing:
-  * single package: Show "[Title]<Package name> has finished installing[body]Launch it from the Application > <Category> menu" with the software-center icon, or possibly the application's icon. I think that the software-center icon would be useful in helping the user understand where the notification is coming from, but the application icon may also be useful. This should be discussed before implementation
-
-  * multiple packages: Show "[Title]Your software has finished
- installing" notification with software-center-icon.
-
- Removal doesn't really need notifications because once software is
- removed, you don't need to interact with it so you won't be waiting for
- any process to complete.
+ <https://wiki.ubuntu.com/SoftwarePackageOperations#general>: "10. If the
+ requesting program is no longer running (for example, Ubuntu Software
+ Center which has since been closed), a notification bubble should
+ appear. The icon should be that of the software item. The title should
+ be of the form 'Installation complete', 'Reinstallation complete',
+ 'Update complete', 'Removal complete', or 'Purge complete'. And the body
+ text should be the item title."
