I canceled my bug report, because this is the normal behavior of GRUB
1.99 and >2.00 . See manpages.

  HOWTO REPRODUCE:

  - take an Ubuntu12.04 using grub-efi 1.99-21ubuntu3.1 . (http://paste.ubuntu.com/1208952)
  $grub-install
  Installation finished. No error reported.

  - from a Quantal install (with grub2.00-4ubuntu1), or a Precise with grub2.00-4ubuntu1  (http://paste.ubuntu.com/1209263)
  $grub-install
  grub-install  : source_dir doesn't exist. Please specify --target or --directory
