ok, i made the bug because it seems to not change the amount downloaded

  Incomplete

Bug description:
  In ubiquity's preparing for installation screen, no matter what
  setting the "Download updates while installing" checkbox is on,
  Updates and language packs are downloaded. This increases install time
  greatly.
