Here's an alternate patch that adds back the "highbank" string for
flash-kernel-installer, in case we prefer to go that way.

Bug description:
  In addition to the fix I provided in #1164074, we also need this one
  that lets d-i consider flash-kernel-installer to be an acceptable
  bootloader installer package for the generic flavor.
