I have just installed last version (1:8.31-2) from Launchpad, same bug
is still present there

Bug description:
  Got this Warning on php using preg_replace():
  preg_replace(): Compilation failed: disallowed Unicode code point (>= 0xd800 && <= 0xdfff)

  In accord with this report (-> http://drupal.org/node/1444006 ) it is a well known bug of pcre 8.30+ 
  Currently on my 12.04 I have libpcre3 1:8.30-5ubuntu1 and it looks affected by this bug.
