Additionally, wherever I click in Italy the city name is always Rome so
it seems like something changed in the installer.  Can you confirm this
with the latest version of Raring?  Thanks in advance.

Bug description:
  Hello!

  I have installed on VirtualBox, Edubuntu amd64
  (ca0be2a3898a14b97fbad616b576ed6b *raring-dvd-amd64.iso 20130316).

  During installation, on the screen "Where are you?", I have selected
  an location (Canosa di Puglia, Apulia, Italy), different from default
  (Rome, Latium, Italy), but same timezone.

  EXPECTED RESULT: After installation, the location is set to "Canosa di
  Puglia".

  ACTUAL RESULT: After installation, the location is set to "Rome".
