Bug description:
  When I set system-wide regional settings to be Bulgarian, in
  /etc/default/locale all LC_* environment variable are set to "bg_BG"
  with default coding system CP1251. But the whole Ubuntu uses UTF-8 and
  naturally all cyrillic letters are shown as missing characters. The
  value should be "bg_BG.UTF-8" (or change default charset for "bg_BG").
