[Bug 1163141] [NEW] isc-dhcp server not starting at boot

Public bug reported:

I installed isc-dhcp-server and started it manually.

After reboot the server didn't start.

Checking the syslog

Apr  2 07:57:18 paolo dhcpd:

Actually etho will be 192.168.0.3, but I suppose that network-manager
hasn't activated it yet.

I suppose that upstart isc-dhcp-server entry should check interface
activation before starting the server.
