[Bug 1163069] [NEW] Update Manager has no Window Decoration when it starts automatically

If it starts automatically, Update Manager has no Window Title, no
Close/Maximize/Minimize buttons, and the window can not be brought
forward by clicking. But when invoked manually by any method (via dash,
launcher, the cog menu, etc), it shows up just fine.
