I'm using now util-linux 2.20.1-5.1ubuntu2 and can't reproduce it
anymore. The device can even be ejected if it is mounted.

Bug description:
  I'm using Ubuntu 11.10 dev. If I mount an optical device it get locked
  then. The problem is that an umount doesn't unlock the device (but it
  get unregistered from /etc/mtab). If I physical eject the device it
  doesn't open then. But I figured out that this ejection try is
  remembered. If I mount the device again it is ejected then (but is
  registered as mounted).

  I have tested this on 2 drives:
  vendor 'HL-DT-ST' product 'DVDRAM GH24LS50' revision 'YP02'
  vendor 'HL-DT-ST' product 'DVD-RAM GSA-H22N' revision '1.02'
