just got this bug for the first time. here's my pstree:

$ sudo fuser /var/cache/debconf/config.dat
/var/cache/debconf/config.dat: 25743

$ sudo pstree -s 25743
init───frontend─┬─grub-pc.postins───ucf
                └─whiptail


$ lsb_release -rd
Description:	Ubuntu quantal (development branch)
Release:	12.10
