[Bug 1058029] [NEW] Port initctl2dot to Python 3

Public bug reported:

initctl2dot runs with /usr/bin/python, but we want to move everything to
Python 3; it's the only "#! /usr/bin/python" (or similar) script left in
a minimal Ubuntu system beyond bits of Python itself.  Please port it to
Python 3 and change the Suggests to python3.
