We've missed the boat on this for quantal, sorry, being in UI freeze and
this being a change with some potential for regressions.  But we should
really sort this out for R.

Bug description:
  ubiquity 2.9.28 [modified:
  lib/partman/automatically_partition/question], Ubuntu 12.04 beta

  Currently the 'prepare' step does network detection and propose an
  option to download updates from the network. But it the system uses a
  wireless card and is not connected, the wifi setup is the next step
  forcing to go back run 'prepare' again and select the download option.

  having 'wifi' before 'prepare' would make more sense.

  "If you chose 'Install Ubuntu' or 'Reinstall from sync', and the
  computer is not connected to the Internet, the next step should be
  'Connect to the Internet' ... If any [wi-fi cards] are turned on but
  all of those require a driver that isn’t currently installed, [it
  should include] the text 'To use wi-fi on this computer, Ubuntu needs
  to install proprietary wi-fi driver software.', and an 'Install Driver
  Now' button, that — if you click it — changes to the text
  'Installing…' and a progress bar."
