We've missed the boat on this for quantal, sorry, being in UI freeze and
this being a change with some potential for regressions.  But we should
really sort this out for R.

Bug description:
  ubiquity 2.9.28 [modified:
  lib/partman/automatically_partition/question], Ubuntu 12.04 beta

  Currently the 'prepare' step does network detection and propose an
  option to download updates from the network. But it the system uses a
  wireless card and is not connected, the wifi setup is the next step
  forcing to go back run 'prepare' again and select the download option.

  having 'wifi' before 'prepare' would make more sense.
