I got out of this situation by going into the /usr/share/locale/ folder,
doing a search for both files libapt-inst1.4.mo and another related
error file, that I forgot the name of, something very much like libapt-
pkg4.mo

removing the files released my apt from errors and allowed me to use apt
again.
