Had a chat with Stephane Graber about it on IRC:

<stgraber> dpm: a broken html file was preventing the generation of updated pot templates...
 dpm: I'll do a manual import of the new .pot in launchpad for now and will do a full translation update before release.
<stgraber> dpm: done
 dpm: LP correctly reports the "Welcome to Ubuntu 12.10" string as needs translation now

And I can now confirm that the string is translatable:

Bug description:
  The first slideshow screen has a title (in ubuntu on the dark
  background) saying "Welcome to Ubuntu 12.10".

  This string is not localised, when running ubiquity in Latvian.

  I have checked the translations, and apparently all of them are
  translated.
