As of maverick, instead of "Depends: gnupg", it has the weaker
"Recommends: gpgv", which I think makes this bug moot.

Bug description:
  Binary package hint: ubuntu-keyring

  Right now ubuntu-keyring Depends:  gnupg  (>= 1.0.6-4); but there
  isn't any reason not to use gpg2, right? So it should be Depends:
  gnupg | gnupg2.
