Most of ubiquity translations are not part of the language-pack,a manual
refresh of translations and ubiquity upload is required. So let's keep
the ubiquity task open.

Bug description:
  build: quantal beta2 desktop amd64 20120923
  Install the iso with choosing Simple Chinese as the installation language, and in the "choose installation type" page, select "encrypt the new ubuntu installation for security", and then you will find the content in the "Choose a security key" is not organized in a good way. Please refer to the attached picture for detail.
