Installer does not set locale in the embedded terminal, resulting in "untranslated" strings visible to the user.

Summary:
Install Qin precise image and check strings for installer, when it goes to "Installing…", the string is not localized
Steps to reproduce:
1. Install Qin precise image
2. Check localization for installer
Expected results:
Full localization.
Actual results:
String "Installing…" is still in English.
