OH oops!
I appear to have accidentally written "flashplugin-downloader" sometimes instead of "flashplugin-installer" I never intended to write downloader.

  flashplugin-installer downloads wrong tar.gz file (12.04)

Status in “flashplugin-nonfree” package in Ubuntu:

Bug description:
  What I did:
  sudo apt-get update
  sudo apt-get -y install flashplugin-installer

  What I expected to happen:
  Succcesful install of flashplugin

  What happened instead:
  A window pops up telling me "Failure to download extra data files". I can re-try the download.
  Flash plugin install is unsuccesfull.

  The problem lies in the file "/usr/share/package-data-downloads/flashplugin-installer", part of the flashplugin-downloader package.
  The line "Url: http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-flashplugin_11.2.202.233.orig.tar.gz"
  should read "Url: http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-flashplugin_11.2.202.238.orig.tar.gz"
  ie the last digit of the flash version number has been changed from '3' to '8'.

  sudo apt-get -y install flashplugin-downloader
  #Wait for the "Failure to download extra data files" message to pop up.
  #Click close.
  wget http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-flashplugin_11.2.202.238.orig.tar.gz
  sudo /usr/lib/flashplugin-installer/install_plugin `pwd`/adobe-flashplugin_11.2.202.238.orig.tar.gz

  My System Info:
  $ lsb_release -rd
  Description:	Ubuntu 12.04.1 LTS
  Release:	12.04
  $ apt-cache policy flashplugin-installer
    Version table:
   *** 0
          500 http://gb.archive.ubuntu.com/ubuntu/ precise/multiverse amd64 Packages
          100 /var/lib/dpkg/status
