  Better error handling of apt-add-repository

Status in “software-properties” package in Ubuntu:
  New

Bug description:
  If I issue "sudo add-apt-repository ppa:ubuntu-wine/ppa" without Internet connected.
  I get something like this.

    File "/usr/bin/add-apt-repository", line 125, in <module>
      ppa_info = get_ppa_info_from_lp(user, ppa_name)
    File "/usr/lib/python2.7/dist-packages/softwareproperties/ppa.py", line 80, in get_ppa_info_from_lp
      curl.perform()
  pycurl.error: (6, "Couldn't resolve host 'launchpad.net'")

  Some other users reported that they got similar things for unknown reasons.

  Errors are possible and acceptable.
  However, such error messages mentioned above are insane.
  Please fix it.
