This problem looks similar to many other problems... it may change
Ubuntu to an impopular distribution, especially if nobody can install
Ubuntu anymore... I would increase priority!!!!!!!!!!

  installation failure at "grub" step, dell inspiron 4150

Status in “grub-installer” package in Ubuntu:
  Invalid

Bug description:
  This should probably be a "critical" bug but I'll leave that for you
  to decide.

  Dell Inspiron 4150, 512Mb memory, 30GB hard disk.
  hda1 is winxphome. The other partitions were RH8, which I blew
  away completely (new partitioning shown below).

  All goes sweetly until the grub step. I tried to install to MBR.
  This failed with syslog messages like:
   /sbin/grub-install: no such file
  and 
    cannot lock /var/lib/dpkg - are you root?

  also, /var/lib/dpkg had file mode 0777. Is that wise?

  I tried forcing grub to install (ie picked the "yes" option
  in the prompt that said grub has failed, do you want to try again?
  This failed.

  Tried lilo as well, it complained in the logfile about overwriting
  the existing kernel. It also failed, for reasons which are unclear.

  I tried rebooting, which failed but at least dropped me into a grub prompt. I
  gave it these commands:
  grub> root (hd0,1)
  grub> kernel /vmlinuz root=/dev/hda2
  grub> initrd /initrd.img
  grub> boot

  This started booting but failed during /etc/init.d/rcS.d,
   /var/run/utmp  no such file or directory
   starting syslogd
  at which point it seemed to get completely wedged.

  
  I didn't have time to save the logs from the first stage, the best I could do
  was run ls -lRt from a knoppix disk after bailing from
  the installer. Let me know if those listings would be helpful.
  I also made a copy of / if that would help.

  I gave up and installed debian sarge, netinst20040921.
  That worked ok.

  boot and before I began reinstallation (debian sarge).
