This is with the stock openssh-client in Ubuntu 12.04.

Bug description:
With the setting "PasswordAuthentication no" in /etc/ssh/ssh_config or
when passing -o PasswordAuthentication=no, ssh still prompts for a
password for keyboard-interactive authentication.
