Title:
ucf debconf prompt lands in hidden terminal instead of using gnome
  frontend

Status in “update-manager” package in Ubuntu:
  New
Status in “update-manager” source package in Quantal:
  New

Bug description:
I had a package (legitimately) prompt for ucf merging of a config file
today on upgrade in quantal. Instead of displaying this for me in a
window, however, the prompt was hidden in the associated terminal.

Furthermore, clicking on 'details' to expand the terminal gave me an
80x1 terminal widget, so it took me a while to figure out I needed to
  expand the update-manager window.
