This also happened for me after upgrading from 10 to 11.10 last night:

lmose at lmose-Latitude-E5520:~$ javaws
The program 'javaws' is currently not installed.  You can install it by typing:
sudo apt-get install icedtea-netx
lmose at lmose-Latitude-E5520:~$ sudo apt-get install icedtea-netx
Reading package lists... Done
Building dependency tree       
Reading state information... Done
icedtea-netx is already the newest version.
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

Manually adding the link to javaws in /usr/bin is a workaround.

Status in “command-not-found” package in Ubuntu:
  Confirmed

Bug description:
  Probably after a recent update, jnlp-files can't be opened anymore (specifically koala.jnlp from evo.caltech.edu). 
  The command
  >javaws -viewer    gives the error message

  The program 'javaws' is currently not installed.  You can install it by typing:
  sudo apt-get install openjdk-6-jre

  Synaptic says, openjdk-6-jre is installed. Reinstalling does not help.
