I agree. A basic font should be provided, because a user can open a web
page that has Tibetan letters any time, in Wikipedia and elsewhere, and
it should be required to manually install language packs only for that.

The default seeds do not provide Tibetan fonts be default. The ISO
639-1 code for Tibetan is "bo". The lack of suitable fonts can be
found by visiting:

http://bo.wikipedia.org/wiki/%E0%BD%82%E0%BD%99%E0%BD%BC%E0%BC%8B%E0%BD%84%E0%BD%BC%E0%BD%A6%E0%BC%8D
Ideally complete Unicode 16-bit range should be provided by default so
that any text (eg. found on the web) can be displayed.
