I would also like to add that after filing this I tried it 3 more times Each time that I trie it it made debian dir But licence was wrong. 
Meaning that I would run dh_make -c gpl3 each time 
1st time I got back gpl2 
2nd time I got back lgpl 
3rd time I got back bsd 

also all them times dh-make never made a rules file.
