We should version the Breaks in eglibc so that it doesn't trip over the
Provides here.

  Got an upgrade proposed to update libhwloc5 from 1.4.1-2 to 1.4.1-4
  but that upgrade try to uninstall all the installed packages (on quantal i386, logged as gnome-classic)
