  installer wait to download packages even if not connected

Status in “ubiquity” package in Ubuntu:
  Confirmed

Bug description:
  Hallo
  Testing Ubuntu amd64 Desktop 20120909.
  Started an installation in VBox without networking enabled, the installer do its work till to download packages (retrieving package 43 of ...) and it wait infinitely without understand that the network isn't present or present but not working and so skip the step.
  changing the settings of the VM from nat to bridged it immediatly start downloading .
