virtio_console (which is the module that does the magic) doesn't appear
to be in the loadable modules list and since it doesn't load I'm
presuming it isn't in the kernel build list either.
Adding the kernel to the packages affected.

Bug description:
Under libvirt you can specify special dedicated serial channels that
link the Host to the Guest OS.
e.g.
<channel type='dev'>
<source path='/dev/urandom'/>
<target type='virtio'/>
</channel>
On a Redhat derivative distribution this would show up in /dev as
/dev/vport0p1 (with an associated link name if one was specified).
On Ubuntu they don't appear at all.
lspci does show that the controller exists:

And the kernel appears to enumerate the device.
But no devices are created in the filesystem on Ubuntu.
