I'm running Ubuntu 12.04 with all current updates. The issue can be
easily reproduced:

- Open gimp.
- Click on the toolbox window (in german it is "Werkzeugkasten"), so this is the active window.
- Now move the cursor to the global menu bar. It is empty!
- I expect the same menu bar as with gimps main window active.

  Incomplete

Bug description:
  In applications with more than one window (like Gimp) the global menu
  is missing on any but the main window. If some other window (like a
  toolbox) is active, the global menu and also the HUD are missing. Also
  the main window becomes inactive after doing some operations in Gimp
  (e.g. sharpen the picture). This way it is very cumbersome to work
  with Gimp.
