[Bug 1047725] [NEW] rsyslog eats CPU and generates a very large log file

Public bug reported:

I had a notice that my root was almost full, so I checked out what was
taking it.

rsyslog was taking 100% of my CPU and had generated a log file over
2.4GB, which I had to delete.  It continued, and I had to stop the
rsyslog service.
