Thank you for reporting this bug to Ubuntu. 10.10 reached EOL on April 10, 2012.

I've tried recreating this bug with 12.04 and was unable to, given the
information you've provided. Please upgrade to the latest version and
re-test. If the bug is still reproducible, increase the verbosity of the
steps to recreate it so we can try again.

Bug description:
Ubuntu 10.10, apt 0.8.3ubuntu7
When trying to add a repository behind a proxy without the correct
proxy settings or other network problems, apt-add-repository will
stall and is unresponsive, especially to CTRL+C to cancel the current
operation - which it should and cancel, like all the other well-
behaving bash programs.
