[Bug 1047537] [NEW] Refresh button disappeared in Quantal version

Public bug reported:

There is no longer a button to refresh the package lists (i.e. apt-get
update). It seems like it does it automatically at startup, but this
breaks at least the following use cases:

1) No network connection at startup. After network connected, update-
manager must be restarted for the package list to be updated.

2) Some of the apt sources fails, then I go to the apt sources config
dialog and afterwards want to test if all sources are found.

Maybe those use cases can be solved without a refresh button if the
refresh would happen automatically instead.
