[Bug 1046029] [NEW] Network device not configured correctly

This is not 100% reproducible. Sometimes the server comes up this way and other
times it comes up just as you'd expect with em2 properly configured and up.

Upon initial bootup of a server after provisioning via orchestra server
I have no network device configured. My /etc/network/interfaces file
looks like:
