[Bug 1073637] [NEW] libpango1.0-dev needs a compile/link/run test

This bug represents the need of a simple compile/link/run test for
libpango1.0-dev package.

The attached patch introduces such test, it checks if a tiny C app that
uses libpango builds and runs successfully.
