I was able to get around this bug by trying different source servers -
this leads me to think that the bug is actually a problem with some of
the inidividual servers (in my case the NZ one) and not necessarily with
the update manager itself. It would have been nice to have it try other
sources by itself, though.

  processing libreoffice-l10n-pa-in (NewVersion2), E:Problem with
  MergeList /var/lib/apt/lists/nz.archive.ubuntu
  .com_ubuntu_dists_oneiric-updates_main_binary-i386_Packages, E:The
  package lists or status file could not be parsed or opened.'
