xfsctl is an interface, not an application; note that it is in section 3 of
the manual, which is for C library functions:

  Multiple other manpages in the package reference this program, and
  some of the functionality of the XFS filesystem is only availible
  through it.  I believe that it was included in a previous package
  version, as it shows up in the list obtained from `apropos xfs`
