Title:
  auto-fix detection no longer works

Status in “update-manager” package in Ubuntu:
  New
Status in “update-manager” source package in Quantal:
  New

Bug description:
I ran into a system that contained a broken apt cache (inconsistent
  dependencies) today from a upgrade.

In the past update-manager was able to detect and fix system like this. This seems to be no longer the case.
  To test:
  1. sudo apt-get install 4g8
  2. sudo dpkg -r --force-depends libnet1
  3. update-manager

at this point update-manager should complain and offer a fix but it
  does no longer.
