Right, that's what I wanted to check with the tarball of
/var/log/upstart :)

ifupdown will indeed consider any failure from an up/post-up command as
a failure to bring up the interface and will stop processing any
remaining statement.

  On reboot, however, only about the first 6 or so of the IPv6 addresses
  will be active. I have to manually run the ifconfig commands for the
  rest, and then restart Apache. This is what I run:
