Title:
hdparm.conf comments should mention that udev rules use it too

Status in “hdparm” package in Ubuntu:
  Triaged

Bug description:
  Binary package hint: hdparm

Mention that (in debian and ubuntu) hdparm settings may be set by a script startup script or when a device is plugged in by udev rules.
And that some packages like laptop-mode-tools can take care of setting some hdparm parameters dynamicly during operation.
