12.04 LTS users are unable to report a bug about the distribution
upgrade process using the instructions provided by the distribution
upgrade tarball.

== Test Case ==

On a 12.04 LTS system:
1) run 'ubuntu-bug ubuntu-release-upgrader-core'
2) observe error message titled 'Invalid problem report' that says 'Package ubuntu-release-upgrader-core does not exist'
Install apport-symptoms from -proposed
1) run 'ubuntu-bug ubuntu-release-upgrader-core'
2) click yes when asked if this is a distribution upgrade

== Details ==
ubuntu-release-upgrader has multiple error messages that say:

                details += _("If none of this applies, then please report this bug using " 
                             "the command 'ubuntu-bug ubuntu-release-upgrader-core' in a terminal.") 

This works great if you have ubuntu-release-upgrader-core installed but
you won't if you are upgrading from 12.04 to 12.10 as ubuntu-release-
upgrader-core is a new package in 12.10.  Instead you'll receive an
error message that ubuntu-release-upgrader-core does not exist.
