Confirmed the bug using the ubuntu 12.10 64bit in pt-br (brazilian portuguese).
And I found something that may lead to the bug fix:
Opening the /etc/apt/sources.list.d/<ppa name>.list
I have the following ppa description:
# deb http://ppa.launchpad.net/otto-kesselgulasch/gimp/ubuntu quantal main # desabilitado na atualização para quantal
# deb-src http://ppa.launchpad.net/otto-kesselgulasch/gimp/ubuntu quantal main # desabilitado na atualização para quantal
Then, i`ve remove the portuguese specific caracters "çã" and them i was
able to edit/remove on software-properties-gtk. Adding a new comment
with a special character made me unable to edit/remove.
It looks like it`s related to special caracters (accents) of latin
languages. So it only affects some languages.

Bug description:
When upgrading the distribution 12.04 to 12.10 in the software sources within other software, ppa sources are disabled due to upgrade.
Hitherto normal.
But when you try to re-activate the PPA, you ask for the password, enter it, but accept hard you try to activate them by selecting the checkbox, the checkbox is not activated.
Never can reactivate PPA sources.
Tested on multiple PC's
