Public bug reported:

Upgrading from 12.04 to 12.10 failed with:

2012-10-20 15:17:54,848 ERROR got an error from dpkg for pkg:
'libjbig0': 'no package named `libjbig0' is installed, cannot configure'

This appears like its a issue of a package getting not unpacked but configured, might be similar to 
#1062503
