[Bug 1069639] [NEW] auto-fix detection no longer works

Public bug reported:

I ran into a system that contained a broken apt cache (inconsistent
dependencies) today from a upgrade.

In the past update-manager was able to detect and fix system like this. This seems to be no longer the case.
To test:
1. sudo apt-get install 4g8
2. sudo dpkg -r  --force-depends libnet1
3. update-manager

at this point update-manager should complain and offer a fix but it does
no longer.
