Public bug reported:

update manager lockup on the ubuntu 12.04 computer the other day
when i rebooted unity dash wasnt not working and i ended up reformatting
ext4 partition and reinstalling everything from 12.10 install dvd.

i recommend that the undate manager install a recovery app in the startup list
and allow computer to finish and repair a botched upgrade.
