[Bug 1067563] [NEW] Exits on any download error (regression)

Public bug reported:
I have several repositories including some vendor ones (eg virtualbox)
and many ppa's. If update-manager has any problem downloading any of
those non-Ubuntu provided repositories then it exits at the end. I then
have to run it a second time, abort the repository downloads and then I
can install outstanding updates.
A common reason for repositories failing to download is ppa's not
providing packages for the current Ubuntu release. They eventually
will, so I'm happy to leave the ppas enabled until they do provide them.
There is no particular reason for update-manager to unilaterally decide
to exit on repository download failure. And if it is going to then at
least only do it if the download failures were for the official Ubuntu
repositories.
This is a regression - versions prior to quantal would tell you of the
errors, and then let you install updated packages.
