[Bug 1067552] [NEW] "add-apt-repository -y" adds the PPA even if it doesn't exist

Public bug reported:

When using "add-apt-repsitory -y", the PPA is added even if it doesn't
exist even though an error message is displayed. "-y" should "Assume yes
to all queries" like its help says, but not if there's an error.

This does not occur when using "add-apt-repository" without "-y".
